SUBJECT:  Regulating Admission to Non-Academic Activities - Speaker 
          Programs

The following procedures will deal with Speaker Programs that are
held on the University campus and sponsored by university
organizations:

1.  The Form for Requesting Program/Speaker/Space Approval (Form
    A) is used when inviting off-campus speakers.  This form must
    be completed as outlined in Procedure 2A:04:03A.

2.  Admittance - All The U of M (full-time and part-time)
    students, faculty and staff with valid U of M  I.D. may be
    admitted.  Any student, faculty and staff with valid U of M
    I.D. may bring guests.  Invitations may be extended to other
    university student bodies and admission will be by their
    school ID.  Approval must be secured from the Associate Dean
    for Student Life in advance of the invitation.  General
    admission of the outside public must also be approved by the
    Associate Dean for Student Life.

    The appearance of outside speakers - that is, persons not
    members of the faculty, staff, employees or students of
    The University of Memphis - is subject to the requirements of
    state law, the policies of the Tennessee Board of Regents and
    the reasonable administrative requirements of the university.

    State Law:  The Attorney General of Tennessee has ruled that
    political rallies or religious meetings may not be conducted
    on the campus or in the facilities of colleges or universities
    operating under the Tennessee Board of Regents.

    This does not mean that chartered religious or political
    organizations at the university may not invite outside speakers, 
    but it does mean that the audience in such cases must be limited 
    to university personnel.

    Tennessee Board of Regents' Policy:  The Tennessee Board of
    Regents has adopted the following resolution: 

       BE IT RESOLVED:  That each college or university president is
       hereby authorized and instructed to establish adequate
       procedures to insure that those invited to speak on campus
       or in college facilities to college audiences, whether under
       auspices of the institution or not, shall be known to be of
       such reputation and character that their appearance will
       make a positive contribution to the cultural or educational
       benefit of the institution. 

2.  Admission Charge - All ticket sales must be coordinated by the
    University Ticket Office when budgeted university funds are
    used. 

3.  Sponsorship - Any recognized student organization with
    adequate funds to cover the cost of the speaker and publicity
    prior to the event may sponsor a speaker.  The sponsoring
    organization will assume the responsibility for the control of
    conduct of all participants at the speaker program.  Conduct
    must be consistent with university regulations and codes of
    conduct.  Future scheduling of events will depend upon the
    organization's ability to control the conduct of those in
    attendance at the speaker program. 

4.  Publicity - Advertising of speaker programs may be distributed
    on or off campus, but all publicity media must contain the
    wording "Valid U of M  I.D. necessary for admittance".  The
    Affirmative Action statement must appear on all publicity.

5.  Approval of Speakers - Must conform with Procedure 2D:03:07A.

6.  Location - Speaker programs may be held in any facility on
    campus where appropriate room is available, where scheduling
    and clearance are made in advance, and where adequate controls
    of attendance can be maintained.

7.  Concessions at Speaker Programs - Approval must be secured
    from the University Food Service Liaison if any food or drink
    items are distributed or sold. 

8.  Advisors - Advisors, or his/her faculty/staff designate, to
    student organizations sponsoring speaker programs in The
    University of Memphis facilities will be in attendance at the
    Speaker program from beginning to end to aid students in any
    problems and assist in the set up of the ID checking system.

9.  Speaker programs must obtain adequate security and set up and
    maintain the ID checking system.
