SUBJECT:  Regulating Admission to Non-Academic Activities -
          Public Programs/Non-Public Programs

The following procedures will deal with Public Programs that are
held on or off The University of Memphis campus and sponsored by
University organizations:

A public program is a program which is held on or off the
campus of The University of Memphis or in university facilities
and to which members of the general public are invited.  Public
programs may be scheduled by: (1) registered student organiza-
tions; (2) an academic department or group of departments; (3)
faculty groups or University staff organizations.  Any group must
have adequate funds to cover the cost of the event and publicity.
Publicity may be on or off campus.  If a charge is made for
admission, cost of general public must be more than for students,
faculty and staff.

Before an invitation is extended to an outside speaker or performer 
who will appear on the campus as part of a public program, the 
following must be adhered to:

1.  A Request for Program/Space/Speaker Approval (Form A) must be
    obtained at the Office of Public Services or the University
    Center Scheduling Office.

2.  This form must be completed by the applicant and include the
    signature of the sponsoring group's advisor or administrative
    head and taken to the Office of the Associate Dean for Student
    Life, for student events or public services for all other 
    University of Memphis organizations.

3.  The Associate Dean for Student Life will approve and sign the
    Form A for student organizations and forward a copy to the
    Public Services Office.  The Public Services Director will
    receive all other U of M organizational requests and approve 
    and sign the Form A.  Action on the requests will be complete 
    within five days after it is received.  If the request is 
    approved, notification will be given to the applicant.  If the 
    request is denied for any reason, the requesting body may de-
    mand a hearing.  If the request is again denied after the hear-
    ing, the decision may be appealed to the University Activities 
    Policy Committee, which shall make a recommendation to the President.

4.  The approval form will be filed with the University Scheduling
    Office and the Office of the Associate Dean for Students and
    the Office of Public Services.

5.  The organization, applicant, or group or department submitting
    the request thereby represents to the committee that the
    proposed speaker's or performer's appearance will conform with
    the requirements of laws and the policy of the Tennessee Board
    of Regents.

NON-PUBLIC PROGRAMS:

A non-public program is a program which is held on the campus of
The University of Memphis or in university facilities, before
audiences limited to University students, faculty and staff and
University speakers or performers to which the general public is
not invited.  (Valid U of M I.D. required)

Outside speakers or performers may be invited to appear at
non-public programs by (1) registered student organizations; (2)
an academic department or group of departments; or (3) faculty
groups of university staff organizations.  In each instance, the
inviting organization, department or group represents that the
proposed speaker's or performer's appearance on the campus will
conform to the requirements and laws and the policies of the
Tennessee Board of Regents.

Before a student organization extends an invitation to an outside
speaker or performer to be their guest on campus, the following
must be adhered to:

1.  A Request for Program/Space/Speaker Approval (Form A) must be
    obtained at the University Center Scheduling Office.

2.  This form must be completed by the applicants, signed by the
    sponsoring group's advisor and the speaker application portion
    of the form approved by the Associate Dean for Student Life.

3.  Request for University Center space will be directed to the
    University Center Scheduling Office.  Request for space other
    than the University Center, should be directed to the Office
    of Public Services.  If the activity is denied, the sponsoring
    organization may appeal this decision to the University
    Activities Policy Committee which shall make a recommendation
    to the President.
