The University will comply with Tennessee Board of Regents (TBR) Policy No., 1:03:02:10, 
"Approval of Agreements," and TBR Guideline G-030, "Contracts and Agreements."  Only the 
President and those specific individuals authorized hereunder or in writing by the President, 
through published policies/procedures or other authorizing documents, have the authority to enter 
into contracts and/or agreements as agents of the University.  The Vice President for Business 
and Finance shall be responsible for the development and administration of procedures to ensure 
compliance with this policy.

All proposed contractual documents must be reviewed and concurred to by the department 
chair/activity head if that official is not the initiator or one level of authority above the initiator if 
the initiator is the department chair/activity head or the dean level official and the Director of 
Purchasing before the same will be approved by the President or other authorized officials.  The 
Vice President or comparable level official approval does not require higher level of review.  In 
all cases not requiring TBR approval, the following officials are hereby delegated authority to 
execute contracts on behalf of the University, subject to applicable restrictions contained in the 
aforementioned TBR policy and guideline.

OFFICIAL			LEVEL OF AUTHORITY

Director of Purchasing	Personal, Professional, and Consultant Services Agreements not 
			requiring TBR approval; Dual Services Agreements not requiring 
			TBR approval; Trademark License Agreements; continuing 
			education and public service short training course and space use 
			agreements; and other agreements of similar nature which 
			generally are considered departmental responsibility within the 
			University and which do not require the President's and/or TBR's 
			approvals

Vice Presidents/Provost	Authorization to Contractors for Personal, Professional, and 
			Consultant Services for $5,000 or less

Deans			Authorization to Contractors for Personal, Professional, and 
			Consultant Services for $2,500 or less


Department Chairs/	Authorization to Contractors for Personal, Professional, and
Activity Heads		Consultant Services for $1,500 or less

Dean of College of	Audio/Video/Film Services Agreements under $500 (Such
Communication and 	agreements must comply with TBR Guideline G-030.)
and Fine Arts

Vice Provost for 	Academic Graduate Assistant Contracts and sponsored program 
Research		agreements of not more than $75,000 which do not specifically 
			require the President's approval

Vice Provost for	Part-time and Temporary Employment Contracts for teaching
Academic Affairs	faculty (only those contracts for which delegation is allowed under 
			TBR Policy Nos. 5:01:00:00 and 5:02:01:00)

Vice President for	Part-time Temporary Employment Contracts for non-faculty
Business and Finance

Purchasing Agent	All documents related to the purchase of goods and services and 
			others of similar nature which are repetitive

Director of Athletics	Grants-in-aid and athletic game contracts

Director of Finance	Tax-deferred annuity agreements

Director of Residence Life	Student housing agreements (including dormitories and married 
				student housing)

Physical Plant and Planning	University rental housing leases
Business Manager

Director of Student Aid		Student aid agreements (scholarships and work-study programs)
