Policy
The University of Memphis is concerned about the safety of its students,
employees and visitors. In this regard and in compliance with the Campus
Security and Right to Know Act, the University publishes Personal Safety
Alerts to the University community.
Purpose
The Campus Security and Right to Know Act requires that the University
provide timely reporting to the campus community of crimes that have been
reported to the Department of Public Safety, or local police agencies, and
are considered to be a threat to students and employees. The act further
requires that the reports to the campus community be provided in a manner
that is timely and that will aid in the prevention of similar occurrences.
Reportable Crimes
Crimes that are to be reported are:
* Aggravated Assault
* Arson
* Burglary
* Manslaughter - Negligent
* Murder & Non-Negligent Manslaughter
* Motor Vehicle Theft
* Robbery
* Sex Offenses - Forcible
* Sex Offenses - Non-Forcible
* Other Hate Crimes Involving Bodily Injury - (Hate Crimes are crimes
that manifest evidence that the victim was intentionally selected
because of the victim’s actual or perceived race, religion, sexual
orientation, gender, ethnicity, or disability.)
Procedure
On the first and/or subsequent incidents of aggravated assault, aggravated
burglary, murder or non-negligent manslaughter, or sex offense-forcible, a
personal safety alert will be created and displayed on the first working
day following the event. The personal safety alert will contain at least
the following:
* A description of the crime in enough detail to adequately inform
community members of the degree of threat to their personal safety;
* A description of the perpetrator in as much detail as is available;
* A description of the modus operandi in enough detail to provide the
information necessary to avoid becoming a victim of future events;
* A description of the location and of the victim if the crime appears
to be location and/or victim specific. (e.g., the perpetrator seems to
be a serial rapist fixated on Caucasian females with long, blond hair,
and the rapes occur in parking lots at night.)
The personal safety alert will be printed on yellow paper and will have
PERSONAL SAFETY ALERT at the top and bottom of the notice with font size 24
letters that are in bold print.
The alert notices will be placed on bulletin boards in all campus academic,
residential, and administrative buildings. This includes the University
Center and Fogelman Executive Center. Personal Safety Alerts will be posted
for at least two (2) weeks unless the perpetrator is captured sooner.
