Policy Statement

Policy Statement

International students enrolled in credit or non-credit courses at the University of Memphis must purchase the health insurance coverage administered by the Tennessee Board of Regents (TBR).  International students must maintain the health insurance coverage throughout enrollment at the university, including periods when students are not registered. In limited circumstances, students may qualify for an insurance waiver.

Purpose

To ensure adequate health insurance coverage for international students.

Definitions

International Student

For the purposes of this policy, an international student is a student who holds an F-1 or J-1 visa issued by the University of Memphis.

Procedures

Registration Process

Upon admission to the University of Memphis (UofM), the Center for International Programs and Services will place a registration hold on each UofM F-1 and J-1 student. A student with this hold will purchase the Tennessee Board of Regents policy directly through the university via payment to the Bursar’s Office. Payment must be made in full for at least the up-coming semester. The Bursar’s Office will provide the student with a receipt including the date and level of coverage. The health insurance coverage receipt must be presented to the Center for International Programs and Services for a registration hold to be removed.

Sudents participating in the Intensive English for Internationals program must present proof of TBR insurance coverage during the first week of the term.

Waivers

A waiver of the requirement to purchase the TBR health insurance plan may be possible in the following circumstances:

  1. student has insurance coverage through a government or official sponsor that is equal to, or better than, the coverage provided by the TBR plan and has been approved by the university.
  2. student works for a U.S. employer who provides employee health insurance benefits that is equal to, or better than, the coverage provided by the TBR plan, or is covered by dependent health insurance through a spouse or parent working for a U.S. employer. In these instances,

a.  F-1 students must also purchase Medical Evacuation and Repatriation of Remains coverage, unless they provide evidence that their spouse or parent is a U.S. citizen, permanent resident, or H-1B employee

and

b.  J-1 students, by federal regulation, are required to purchase Medical Evacuation and Repatriation of Remains coverage regardless of their ties to the U.S.

To apply for a waiver, present an English translation (the acquisition of which is the student's responsibility) of the policy to the Center for International Programs & Services (or Intensive English for Internationals office) for review.

No waivers will be granted after the first week of classes each term.
